But even these collaborations with some foreign institutes are not enough to fulfil the growing demand for quality education. India has a severe shortage of higher education institutions for its 1.1 billion-plus population, of which more than 30 % are under 14 years of age.

Moreover, only 12 % of all Indian school leavers go to college. The Union government is making all-out efforts to raise this figure to 30% by 2020. Will that be possible without steps like opening the doors for direct entry of foreign educational institutions?

The entry of foreign universities could also help India accelerate its economic growth by generating new direct job opportunities in education. India’s growth in recent years has been led by the service sector. The BPO/KPO boom is far from over. According to experts, this off-shoring trend will continue in the future as well and India will face the challenge of generating an appropriate supply response to retain its existing advantage.

Doubts have been articulated regarding the potential of India’s existing system to generate the number of high-quality professionals required in various fields. According to a 2005 McKinsey report, only 25% of Indian engineers, 15% of finance and accounting professionals and 10% of professionals with degrees are suitable for work in multinational companies. It means that the present boom in the knowledge sector will be rendered ineffectual unless India provides sufficient skilled manpower. Mr Sibal has not only felt the urgency of this need, but also made elaborate plans to increase the number of universities and other higher education institutions in the country on one hand and open the doors for foreign universities on other hand. In the 11th five-year Plan period, the government has proposed to establish 14 National Universities aiming towards world-class standards.
